Dedicated to work with the world’s poorest people to transform their lives.

Concern Worldwide, Bangladesh has been responding to the influx of Rohingya Refugees since October 2017 with a variety of humanitarian project interventions including Nutrition and DRR, with activities taking place in the refugee camps and in the local Bangladeshi communities. 

EMERGENCY PROGRAMME RELATIONS MANAGER (01 Position): The Emergency Programme Relations Manager is based in Cox’s Bazaar District with the main office in Ukhiya Upazila. They are responsible for co-ordination and collaboration with different counters parts in Concern’s Emergency Programmes, fostering and maintaining relationships with relevant Government ministries, departments and representatives – both in the camps and at the District, Upazila and Ward levels. A key focus of this role to ensure Concern’s work is in compliance with the regulations of the Government of Bangladesh, in particular related to different ministries, the NGO Affairs Bureau, the RRRC, the District Office and the UNO.

Major Areas of Responsibility:

  • Establish relationship and ensure strong linkages with the local level administration, i.e. DC, UNO, RRRC offices to support project teams to obtain the initial authorizations to operate locally, as well as completion certificates for project implementation; And also maintain strong relationship which may benefit the project delivery.
  • Ensure the foreign funded projects being supported and/or implemented by Concern are approved by the NGO Affairs Bureau, including, but not limited to:
  • In consultation with the Dhaka Government & Liaison Manager Counterpart –  FD-6 or FD-7, and other associated project formalities for the NGO Affairs Bureau, and regularly follow up with the project implementation and systems support teams on the outstanding project(s) approval issues.
  • Coordinate and compile the information for emergency projects and other expatriate staffs for NSI and SB offices.
  • Maintain clear, functional and regular communication with Government Officials such as the DC in Cox’s Bazaar and the CiC (camp in charge) in the Refugee camps.
  • Ensuring comprehensive support for International Staff and visitors, including, ensuring all the correct local permissions are obtained for their access to the camps and registration with relevant Government Departments.
  • Take an active role in the Security Focal Group at the Cox’s Bazaar district level under the leadership of the Emergency Director.
  • Work with Emergency Director, Systems Director and Logistics Coordinator to review the Security Management Plan (SMP) and associated SOPs considering changes in threats context.
  • Maintain liaison with various law enforcement agencies at local and district level to support any security related incidents.
  • Train programme, system and finance staff of Concern Worldwide including partner staff about the compliance requirement of NGOAB.
  • With the Grants & Partnership Accountant work as focal points for any government audit.
  • Orientating staff and volunteers on the Core Humanitarian standards (CHS) and in particular the CRM (Complaints Response Mechanism).

Key Requirements:

  • Master’s Degree (preferably in public administration, public relations, law or social science)
  • At least 5 years progressively responsible work experience in a Government relation and/or Administrative function with Government and external liaison in particular the NGO Affairs Bureau, national Board of revenue. Working within government system will be an added advantage.
  • Good knowledge of legal requirements of Government for operation of International agencies and understanding of development within Bangladesh.
  • Knowledge of current relevant taxation laws and NGO Bureau rules
  • Excellent coordination and process facilitation skill
  • Excellent oral and written communication skill both in Bangla and English, ability to meet tight deadlines
  • Ability to interpret policy issues in assessing the implications
